Digitally placing classmates' heads onto other people's bodies, leaving abusive messages on Facebook profiles, e-mailing X-rated images and inciting violence via text message are all part of the modern school bully's arsenal, Chicago Public School officials say. But now new rules mean "cyberbullies" caught using cell phones or social networking websites such as MySpace or Bebo to pick on classmates face mandatory suspension, possible expulsion and a police investigation.

As the "smart meters" that give homeowners details about their electric use make their way into the Chicago market, consumers in some other places aren't welcoming the new gadgets. The meters, which use wireless technology to give homeowners details about their electric use and pricing, are raising concerns in California and Texas about their accuracy, feared health effects, the newness of the technology and Big Brother edicts. In California, Santa Cruz County and the cities of Scotts Valley and San Francisco asked the state to stop the local utility from installing the smart meters.
Empty pockets: City has $2.7 million

Mayor Daley closed the books on 2009 with just $2.7 million in the bank, having added $461 million to the mountain of debt piled on Chicago taxpayers, year-end audits show. As low as the unreserved cash balance is, its more than ten-times higher than the $200,000 the city had left after 2008.

His fate now in a jury's hands, Rod Blagojevich took his wife's hand, walked into a horde of reporters Wednesday and appealed to a higher court. "Ultimately, in the final analysis, Patti and I always have a deep and abiding faith in God,'' the former governor said. "And ultimately the decision will be with the jury, the men and women of the jury, and in God's hands.''
